According to the Association of Tour Operators of Russia (ATOR), we publish a list of the ten best Bulgarian beach hotels operating according to the “all-inclusive” scheme. In compiling a list based on feedback from tourists who rested in Bulgaria, they took into account not only the level of comfort, but also accessibility and a number of other criteria.
